European Google Forms and SurveyMonkey Alternatives

Survey answers are customer data, and they don't have to land on American servers. Six European survey tools for forms, feedback, and research, compared.

Surveys feel harmless, which is exactly why they get overlooked in privacy reviews. A form full of customer opinions, employee feedback, or research responses is a dataset — and with Google Forms or SurveyMonkey, that dataset sits on American infrastructure. This post is part of a series on moving off American software, and it covers the survey layer.

The mechanics of these tools are interchangeable: a builder, a shareable link or embed, and analytics on the responses. What differs is the emphasis — design, anonymity, feature depth, or self-hosting — and that should drive your choice, not habit. All the tools below are listed under European Alternatives' survey tools category, meaning the companies are based in the EU, EEA, or EFTA.

Typeform: when response rates matter

Typeform, from Spain, takes an unorthodox approach: forms and surveys designed to be engaging, so that filling them out feels effortless for the person on the other end. Surveys can be embedded into your website or app, and Typeform integrates with many other software products to slot into an existing workflow. If your problem is people abandoning half-finished forms, this is the tool built for that problem. The trade-off is that it is a design-first product — if you need deep statistical tooling or anonymity guarantees as the headline feature, others fit better.

LimeSurvey: open source and anonymity-focused

LimeSurvey is a German, open-source survey tool with offerings aimed at enterprises, universities, and students. Its stated focus is ease of use, anonymity, and feature richness. Open source matters here in a practical way: anonymity-sensitive surveys — employee feedback, research with ethics requirements — benefit from a tool whose claims can be inspected. There is a free plan, and for academic or institutional use it is the most natural fit on this list.

Survio and QUESTIONSTAR: the all-rounders

Survio, from the Czech Republic, is ISO 27001 certified and ships with built-in analytics, full chart customization, guides on surveys for different roles, and availability in 17 languages. The certification is worth noting if surveys feed a formal compliance process. QUESTIONSTAR, from Germany, offers a feature-rich way to create, distribute, and analyze surveys — the general-purpose option when you mostly want Google Forms' job done elsewhere.

Edkimo: built for teaching

Edkimo, also German, focuses on teaching and learning situations: you create surveys from a template, share them with students, and view and discuss anonymous results in real time. If you are not a teacher or trainer, they offer plans for companies and NGOs too. It is the specialist here — a poor fit for marketing research, a strong one for classrooms and training programs.

empirio.ai: the AI-assisted newcomer

empirio.ai, a German tool, generates a complete questionnaire from a one-sentence project description, or lets you build surveys yourself with over 35 question types, branching logic, and a drag-and-drop editor. Sharing works via link, QR code, email, or website embedding; results come with interactive charts, AI summaries of open-ended responses, and exports to CSV, Excel, JSON, and SPSS. All survey data is stored within the EU, the data processing agreement is concluded with a single click, and two-factor authentication is included in every plan.

How to choose

  • Public-facing forms where completion rate matters: Typeform.
  • Anonymous or institutionally sensitive surveys: LimeSurvey.
  • Compliance-sensitive, multilingual: Survio.
  • Teaching and training feedback: Edkimo.
  • Fast questionnaire generation with EU-only storage: empirio.ai.

None requires migrating historical data in most cases — surveys are usually forward-looking, which makes this one of the cheapest switches in the series.
